정부는 세금을 주 수입원으로 하며, 중앙은행의 기준금리 (또는 재할인율)와 환율로 경제를 통제하며, 법과 규제로 기업과 국민을 통제한다.
이 세가지 관점에서 최근 발표된 페이스북의 코인 발행(리브라 프로젝트)을 살펴본다면, 페이스북 같은 거대 글로벌 기업이 암호화폐를 발행한다면 그 사용 또한 전세계적으로 이루어 질 것이고 이를 정부가 통제한다는 것은 사실상 불가능하기에 단기적으로 환율에 영향을 줄 수 있을 것이다.
이는 기존의 ICO들과는 차원이 다른 얘기가 된다. 그럼에도 한국정부는 여전히 암호화폐관련 사업을 사행성 산업으로 분류하고 막으려고만 하고 있기에 이런 글로벌 기업에 의한 암호화폐 생태계의 확산에 아무런 대책없이 수수방관할 수밖에 없다.

If you look at the recently released the issuing of the Facebook coin (Libra project) from these three perspectives, if a giant global company such as Facebook issue cryptocurrency, it would be virtually impossible for the government to control the use of this cryptocurrency because it will be used in the world. In the following, the exchange rate will be affected in the short term.
This is different from existing ICOs. Nevertheless, the Korean government is still trying to categorize and stop the cryptocurrency business as a gambling industry, so eventually, there will be no way to prevent the spread of the cryptocurrency ecosystem by these global corporations.
